It’s likely that there are individual clusters within the organization, where people have self-service tools available in order to explore company data. Although there probably are some data marts built to facilitate static reporting, at this stage stakeholders also become aware of the problems (Non-existent Data governance, poor quality of data, difficulty in integrating all available data sources). Usually there are some roles created such as Data Scientists, Data Analysts, etc., but no overarching strategy has been crystalized yet.
